2021—2025 年度，全国披露研发人员的企业数量呈普遍增长的态势——在34 个省份中，仅青海有所减少。值得注意的是，云南、内蒙古和香港在入库企业数量减少的情况下，依然实现研发人员的逆势扩张。其中，香港（200.00%）、江西（57.69%）、安徽（53.04%）和江苏（50.21%）的五年增幅都超过50%，反映出企业科创活力的提升。
